Legion’s transmog system only available for your armor type
In the game right now, you can only transmog items of one armor class to items of that same armor class — so cloth armor can only be transmogged to other cloth armor and the like. (With the exception of items that are specifically cosmetic, which can be transmogged on to anything.) In Legion, however, this will be formalized with the new transmog system, as you won’t be able to unlock transmogs that don’t match your character’s armor class.

In short, we’re sure to continue to see an endless parade of Paladins in Judgement. This doesn’t functionally change the game, but it’s a bit of a disappointment for those players hoping to have more looks in their transmog library (like other classes who wish they could wear Judgement armor). However, I think the hardest hit by this will be Outlaw Rogues, who will remain without a single possible pirate hat transmog (currently, all pirate hats in the game are cloth). I do hope that Blizzard at least addresses this tremendous oversight with new cosmetic items.
